CHAPTER ONE

1.1      INTRODUCTION

Social welfare programme for rural women is an articulated attempt by government of Nigeria and Enugu state in particular to look into various welfare packages provided for women by all levels of government and Non-government agencies (Neze, 2001).

According to Echezona, (2000: 53) the rural women in Udi LGA are not exception. (Form a greater) part of Nigeria’s rural population and as such they deserve more attention in terms of provision of welfare services.

The United Nations declared 1970-1980 the decades for women. The declaration sparked off various women development programmes or activities.

In world over, Nigeria for instance, there have been a lot of women oriented programmes such as Better Life for Rural Women; (BLP), Family Support Programme (FSP_ Family Economic Advancement Programme (FEAP) and recently Child Trust to mention but a few. (Ekeoma, 2001: 36.

Social welfare programme for rural women is an initiative of various tiers of government in Nigeria to provide welfare packages for this class of Nigerians. Both governmental and non-governmental agencies, one way or another, carry out this programme for the betterment of rural women in Nigeria. Certainly, various local authorities (governments) in Nigeria including Udi LGA also carry out this programme.

Presently, there is a ministry of Gender Affairs and Youth development in Enugu State whose main objective is to improve on the welfare of women and youths in the state.

It is not, therefore, out of place to suggest that most of the women-oriented organizations are out of improve the social welfare services of the rural women (Madueme, 2002: 44).

The Enugu State Ministry of Women Gender and Youth Development has expanded its programme to include other activities which are not exclusively for women members of the public to identify with the wide range of programmes designed to improve on the quality of life of children, disabled, the aged to mention but a few (Madueme, 2002: 45).

This study therefore, is prompted to example how these welfare programmes have been administered and their impact as far as women of Udi are concerned.

1.2       STATEMENT OF THE PROBLEM

One of the problems which Udi Local Government Area is facing is inadequate resources. The Local Government support for its rural women is not very encouraging. (Government and non-government support for the women is pay lip services to the needs of the women. In some cases the support which ought to be offered to them is directed to other Non-women oriented organizations and this does not augur well for the women (Echezona, 2000: 61).

The women face the problem of poverty women in the area and their families still live in poorly ventilated houses their children suffer from various diseases due to poor feeding, their children do not have adequate medical attendtion. (Akagu 2001: 77).
